The Community Participation Funding (CPF) scheme has been altered to allow regional councils to apply for funding on behalf of community groups.

Previously, small groups which were not incorporated and did not have public liability funding, had no access to CPF. However, regional local governments can now step in when it is evident there is no suitable community organisation in the region.

The scheme only applies to regional areas. Metropolitan local governments continue to be ineligible for funding.
