Objectives, strategies and performance indicators
How to develop objectives, strategies and performance indicators.
Objectives
Definition: Specific and measurable targets for achieving outcomes. What you are going to do.
There are three distinct parts:
1. An action verb focusing on accomplishment, e.g. 'to increase'.
2. Specific and measurable, e.g. 'a 50 per cent increase'.
3. Specific time limit, e.g. 'by 30 June or by AGM'.
Good objectives are SMART objectives:
Specific: so that we know exactly what is to be achieved.
Measurable: so we know when they have been achieved.
Achievable: challenging but not impossible.
Results-oriented: specify a result, e.g. 'to increase membership to 5000'.
Time-bound: by a certain date.
Strategies
Definition: Specific activities (broken down into manageable tasks) to achieve each objective. How you are going to do it. For example: "develop a performance management system for all staff".
Performance indicators
Definition: Used to measure results and ensure accountability.
Three types:
- Output indicators-focus on the level of activity, completion of tasks, amount of products provided, e.g. 'no of surveys distributed'.
- Outcome indicators-reflect actual results achieved, as well as impact or benefit, measure effectiveness or success, e.g. 'percentage increase of new members', 'percentage decrease in number of complaints'.
- Quality indicators-measure the effectiveness in meeting customer expectations (reliability, accuracy, courtesy, responsiveness, completeness etc.), e.g. '85 per cent or more highly satisfied customers', 'percentage accuracy of database information.'
The plan
The team would discuss each key result area (KRA) and brainstorm outcomes (or goals), objectives and strategies for each. For example, the KRA may be 'sport development' or 'participation development' and the outcome might be "a pathway development program is in place that enables all players, coaches, administrators and officials to realise their maximum potential". Some objectives might be "to increased accredited L1 coaches by 10 per year, L2 coaches by 2 per year etc". The strategies might be "conduct 2 L1 coaching courses per year, apply for DSR coach in residence funding etc".
