Western Australia has experienced a rapid growth in the participation of recreational trail bike riding.

Sales of off-road motorcycles and quad bikes have increased by 66 per cent over two years. However, at the same time the areas suitable for legal trail bike riding have been reduced. 

The State Government, in partnership with community organisations, has developed the "WA State Trail Bike Strategy", which includes 98 recommendations to address the increasing issues associated with trail bike use.

In 2009 the Joint Agency Implementation Committee (JAIC) was formed to consider the recommendations within the strategy and to develop a state-wide implementation plan.

JAIC is chaired by Tony Simpson, MLA for Serpentine-Jarrahdale, and comprises a number of senior managers and directors from state government agencies (departments of Sport and Recreation, Environment and Conservation, Local Government and Regional Development, and Transport) as well as the WA Local Government Association and Motorcycling WA.

"JAIC is a high level committee addressing a series of major strategies across the entire state," Mr Simpson said.

He gave examples of strategies under consideration such as licensing all off road motor cycles and development of off road vehicle facilities.
