The Western Australian State Government through the Department of Sport and Recreation and Lotterywest provides significant financial assistance to sport in Western Australia through the Sports Lotteries Account.
Five per cent of the net subscriptions received by Lotterywest are available for allocation to sport. This represents over $10 million each year.
Objective
The Department of Sport and Recreation's mission is to enhance the quality of life of Western Australians through their participation and achievement in sport and recreation.
To achieve this through the Sports Lotteries Account, our objective in providing financial assistance is to:
- Promote individual health, fitness and well being and develop community pride and spirit through sport.
- Maximise the number of participants in sport at all levels.
- Improve the overall quality of sport performance and delivery to participants.
- Have better managed organisations.
- Encourage risk management assessments and controls to provide a safer sporting environment.
Definition of a sport
To establish eligibility for financial assistance, sport is defined as:
- A human activity requiring physical exertion and/or physical skill through competition. It should also be historically and/or publicly accepted as a sport and have formal rules.
Organisations wishing to establish the eligibility of their new sport may make a written request to the Department of Sport and Recreation. The above definition is a guide only and not a basis for mandatory recognition.
State Sport Associations
State Sport Associations are encouraged to produce a three to five-year strategic plan to ensure the on-going development of their sport. It is this strategic plan that should form the basis of the application.
Financial assistance will be directed towards those areas, which the association has identified in their plan as priorities. The amount allocated will cover a twelve-month period. State sports associations that receive funding will be required to enter into a funding agreement which states agreed performance measures.
Acquittal
The annual allocation is finalised by the association submitting:
- A report detailing the actual outcomes achieved against each of the performance measures.
- Completion of the department's funding acquittal statement.
- A copy of the association's most recent audited financial statement including statement of financial performance, statement of financial position and statement of cash flows.

The following components of funding are revised from 2006/2010 to reflect the SD4 framework
Organisational development
- Governance (e.g., salary support, delegates travel).
- Policy development (e.g., member protection, specific populations).
- Risk management.
- Information management.
- Other.
Participation
- Development programs (e.g., schools, community).
- Local competitions/events.
- Partnership development (e.g., multi sport; local government initiatives).
- Rural and remote programs.
- Inclusive practices (e.g., youth at risk, adolescent girls, indigenous, seniors, people with disabilities).
- Other.
High Performance
- Academy of Sport (NB: existing Academy of Sport programs only).
- Athlete development.
- Coach development (e.g., level two and above accreditations).
- Talent identification.
- Travel to national championships.
- Hosting national/international events.
- Other.
People Development
- Coaching (e.g. general principles, level one accreditations, other coach development).
- Officiating (Incorporates previous Officiating Initiative Funding; Please refer to Appendix A).
- Club administrators/volunteers (incorporating Club Development Scheme).
- Professional Development (e.g., State administrators).
- Other.
Please note: There still exist separate funding schemes, which require separate applications. These include:
- Alcoa Coach-in-Residence.
- Country Sport Enrichment Scheme.
- Country Sport Development Grants via the DSR regional offices.
- Sport International grants.
